It&#8217;s amusing to see the concrete manifestation of the &#8216;GLE&#8217; in domestic politics &#8211; <a href=\"http:\/\/www.washingtonmonthly.com\/archives\/individual\/2009_11\/021197.php\" target=\"browser\">Democratic voters are apparently feeling disinclined to participate electorally<\/a> &#8211; which is going to have some significant effects next year.<\/p>\n<p>There&#8217;s actually <a href=\"http:\/\/cac.sagepub.com\/cgi\/reprint\/42\/4\/441\" target=\"browser\">an interesting literature<\/a> on domestic conflict and signaling in international relations &#8211; I&#8217;ll try and fold something in when I write about Afghanistan tomorrow night.<br \/>\n&#8211;<\/p>\n","protected":false},"excerpt":{"rendered":"<p>Does &#8216;will&#8217; matter in foreign conflicts?
