{"id":2823,"date":"2002-08-09T16:02:42","date_gmt":"2002-08-09T16:02:42","guid":{"rendered":"http:\/\/staging.armedliberal.com\/?p=221"},"modified":"2002-08-09T16:02:42","modified_gmt":"2002-08-09T16:02:42","slug":"a-pure-skybox-play","status":"publish","type":"post","link":"https:\/\/marcdanziger.com\/?p=2823","title":{"rendered":"A PURE SKYBOX PLAY"},"content":{"rendered":"<p>I wasn&#8217;t going to blog <a href=\"http:\/\/www.mattwelch.com\/archives\/week_2002_08_04.html#1112\" target=\"window\">this<\/a>, because it&#8217;s not like Matt Welch needs traffic from me, but moral consistency (and an instinctive desire to tweak <a href=\"http:\/\/www.bucket.blogspot.com\/\" target=\"browser\">Ann&#8217;s<\/a> reflexive &#8216;protect all Democrats&#8217; instincts) forced my hand.<br \/>\nShort version: Gov. &#8216;SkyBox&#8217; Davis offers $650 Million to Movie Studios.<br \/>\nNow this is something I know  little bit about, and the reality is a) that the costs of production in Canada are lower in part because of the Canadian\/U.S. dollar spread, and b) because the Canadians gave a significant tax incentive to produce there. Davis proposes to offset this with a state tax credit.<br \/>\nI&#8217;m not inherently opposed to tax credits or other government incentives. But the sad reality is that they more often reflect the desire of politicians to be close to those incented&#8230;often to ensure the steady supply of donations&#8230;than any kind of reasoned effort to grow the economy.<br \/>\nSo the incentives often go to the places that need it least&#8230;<a href=\"http:\/\/www.forbes.com\/forbes\/2001\/0514\/064.html\" target=\"browser\">sugar growers<\/a>, as a good example. There&#8217;s actually a great quote from this article: <i>&#8220;The U.S. sugar program is the most efficient tax we have,&#8221; says Kempner with bitter sarcasm. &#8220;It comes directly from consumers and goes directly to the growers, who turn around and give some of the money to the politicians. It never goes through Washington at all.&#8221;<\/i>.<br \/>\nThe film (and music) industries have been critical to the health of the California economy. Sadly, they are facing huge structural challenges right now, as anyone who reads <a href=\"http:\/\/www.instapundit.com\/archives\/001717.php\" target=\"browser\">Instapundit<\/a> or <a href=\"http:\/\/tres_producers.blogspot.com\/2002_08_04_tres_producers_archive.html#80026226\" target=\"browser\">Eric Olsen<\/a> knows. There&#8217;s a huge budget shortfall in the state. You gotta ask yourself; is this the right place to spend our cash right now?
