Nice bit of propaganda. Notice the line Who: Iraqi Security Forces suppported by the Multi-National Forces. Really now.
The primary people entering the mosques were Iraqi personnel. It is important to ensure that fact is well known, hence why it is spelled out multiple times in the brief. Otherwise the insurgents propaganda machine would attempt to recruit other dedicated, but misguided Iraqi’s who believed the U.S. Forces were defiling their mosques and their belief system.
